The School Board of Hillsborough County, Florida, met in Workshop Session Tuesday, September 4, 2018, at 1 p.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Lynn L. Gray, April Griffin, Sally Harris, Tamara P. Shamburger, Melissa Snively, Cindy Stuart, and Susan Valdes (arrived 1:08 p.m.) present. Chair Sally Harris presided.

Chair Harris called the meeting to order at 1 p.m.

This is a continuation of the morning workshop providing the Board with a review of current policies and updates.

Superintendent Eakins made brief comments and turned the workshop over to Kristin Davis, Department Manager, Policy and Research.

Kristin Davis welcomed everyone and indicated we would begin with Policy # 6331

Revision Policy #6331 - Construction Contracting

Chris Farkas, Deputy Superintendent, Operations

  • Change Chief Operating Officer to Deputy Superintendent, Operations
  • Selection and Guaranteed Maximum Price to the Board at the same time

New Policy #6332 – Supplier Diversity Sub-Contract

Jim Porter, School Board Attorney

  • Policy introduced by Member Shamburger to promote equity among sub-contractors

  • Strike dollar amount
  • Control utilization rates
  • Control opportunity not outcomes
  • Role of the Office of Supplier Diversity is to promote
  • Office of Supplier Diversity is currently comparing county-by-county to look for roofers
  • Encourage principals to use the Office of Supplier Diversity icon when looking for vendors 

Revision Policy #6345 – Change Order

  • Minor changes in verbiage to make the policy read clearer
  • Direct purchases are not a change order

Revision Policy #6550 – Travel and Per Diem

  • Clarification of travel by a board member

Revision Policy #7250 – Commemoration of School Facilities

  • Proposed to strike no living person

Comments

  • Would like to see naming of a school commence after boundaries have been approved
  • Concerns regarding the procedure around a naming

Revision Policy #8800 – Religious/Patriotic Ceremonies and Observations

  • Updated to reflect current statute

Comments

  • Motto has been framed for each school and will be available for each principal to pick up at monthly principal’s meeting

Revision Policy #9211 – Parent Organizations, Booster Clubs, and Other Fund-Raising Activities

  • Proposal by Member Snively, to allow principal’s the right to require an audit of any group performing fundraising activities for their school

Comments

  • This will help the school be more transparent
  • Concern regarding the working, requiring an audit versus presenting an audit

Revision Policy #9800 - Charter Schools

Jenna Hodgens, General Director, Charter Schools

  • Presented an overview of the revisions to this policy
  • Grammatical changes for better interpretation
