“Project PROMISE” is an expansion and rebranding initiative of the existing Title I Neglected & Delinquent Program. The department serves children and youth in Hillsborough County who are or have been neglected, delinquent, and/or at-risk for academic failure or dropping out of school.
Our Philosophy
(Inspired by The Starfish Story, adapted from The Star Thrower by Loren Eisley)
One day a man was walking along the beach when he noticed
a boy picking something up and gently throwing it into the ocean.
Approaching the boy, he asked, “What are you doing?”
The youth replied, “Throwing starfish back into the ocean.~
The surf is up and the tide is going out.~ If I don’t throw them back, they’ll die.”
“Son,” the man said, “don’t you realize there are miles and miles of beach and hundreds of starfish?~
You can’t make a difference!”
After listening politely, the boy bent down, picked up another starfish,
and threw it back into the surf.~ Then, smiling at the man, he said…”
I made a difference for that one.
Definition: for the purposes of PROMISE, the definition of neglected students includes children who have been committed to the institution or voluntarily placed in the institution under applicable State law, due to abandonment, neglect, or death of their parents or guardians.

Definition: for the purposes of PROMISE, the definition of delinquent students includes children who have been adjudicated to be delinquent or in need of supervision.
Definition: for the purposes of PROMISE, the definition of at-risk students includes students exhibiting characteristics such as academic failure, drug or alcohol problem, pregnant or is a parent, at least one year behind the expected grade level for the age of the individual, limited English proficiency, a gang member, dropped out of school in the past, or a high absenteeism rate at school.
